  1. It has already been announced that, for mobile handsets currently in use by the public to be included in the CEIR system’s whitelist without requiring tax payment, all SIM slots of the handset must have been activated with SIM cards (MPT, ATOM, Ooredoo, Mytel) by 31 March 2026.

  2. For mobile handsets that support 1 SIM + eSIM or SIM1, SIM2 + eSIM, if at least one SIM card was inserted and used in any SIM slot before 31 March 2026, such handsets have already been included in the whitelist.

  3. After 31 March 2026, if additional physical SIM cards or eSIMs are inserted into the remaining SIM slots of these whitelisted handsets, the IMEI code may be shown as unpaid and prompts requesting tax payment may appear. However, no tax payment is required for these handsets.

  4. In cases where one IMEI code is marked as paid while another remains unpaid, or when an IMEI appears as unpaid during eSIM usage, users can visit the CEIR system website at https://ceir.gov.mm, click Check Status, and submit the required information along with the unpaid IMEI. The system will automatically update the IMEI status to paid.

  5. For further information, inquiries can be made via the CEIR call centre at 1577 and 1755. In-person enquiries can also be made during office hours at the CEIR one-stop service (OSS) centre located at the Customs Department, 132, Strand Road, Kyauktada Township, Yangon, and at the Medium Taxpayers Office 5, 60th street, between 101 (A) Street and 102 Street, Chanmyathazi Township, Mandalay.
