Austria, Kyrgyzstan, Portugal, Trinidad and Tobago, and Zimbabwe were elected on 3 June by the General Assembly to non-permanent seats at the Security Council for 2027-2028.Germany came in third for the two seats assigned to Western European and other States Group, with 104 votes, against 134 for Portugal and 131 for Austria. Trinidad and Tobago was elected for the Latin American and Caribbean Group, against Guyana which obtained just one vote.Zimbabwe was elected for the African Group, unopposed. Kyrgyzstan obtained the necessary majority after three additional rounds of voting against the Philippines and was elected for the Asia Pacific group. The election marks a historic milestone for Kyrgyzstan, which will serve on the Security Council for the first time since joining the United Nations in 1992.mitv

The second-day meeting of the second regular session of the Third Pyithu Hluttaw commenced at the convention hall of the Hluttaw Complex in Nay Pyi Taw yesterday morning.Pyithu Hluttaw Speaker U Khin Yi announced that, out of 351 Pyithu Hluttaw representatives entitled to attend the second day of the second regular session of the Third Pyithu Hluttaw, 349 were present at today’s meeting, resulting in an attendance rate of 99.43 per cent. Accordingly, it was declared that the meeting had achieved quorum and was duly opened.At the meeting, Nay Pyi Taw Council member U Khin Maung Latt replied to the question raised by U Tin Aung Chit from the Aunglan Constituency.He stated that vehicles from villages near the camps, as well as those registered within the designated mileposts of the Bwatgyi entrance and Kyeni Chaung exit gates, are granted free passage. Meanwhile, vehicles from Aunglan pay a single-use toll at the Kyeni Chaung exit gate, which is waived if they return within one hour.The Max Highway Co Ltd (BOT) carries out annual road upgrading, maintenance and repair works along the 61 miles seven furlongs of the Aunglan-Kopin Road in Aunglan District. Emergency works are also undertaken whenever flooding occurs.He further explained that relocating the Aunglan (exit) (Kyeni Chaung) gate beyond milepost 231/5 outside the Aunglan Township boundary will reduce toll revenue collection, resulting in lower tax revenues for the State and weaker control over overweight vehicles, which could cause greater damage to roads and bridges. Therefore, relocating the toll gates outside the township boundary would not be appropriate.Member U Khin Maung Latt made clarifications regarding the questions raised by U Hla Swe from the Pobbathiri Constituency.He said that the intervillage road of Thitseintpin tract Chinsu Kyapin Inn villages is currently four miles long.Upgrading it into a macadam road will require a minimum road width of 24 feet. If the macadam road project could be implemented, it would benefit four villages with 754 households and a population of 2,842 people.Therefore, starting from the 2027-2028 financial year, the macadam road construction project for the road section from the inter-district road to Thitseintpin village in Tatkon Township will be proposed and implemented in phases, depending on the availability of Nay Pyi Taw Council capital funds.Deputy Minister for Agriculture, Livestock and Irrigation replied to the questions raised by U Thein Tun Oo from the Amarapura Constituency. He stated that filters to block water hyacinths will be installed at the water inflow points into Taungthaman Lake to prevent further spread. To preserve the natural beauty of Taungthaman Lake and the U Bein Bridge throughout the seasons, the Mandalay City Development Committee has been carrying out daily cleaning operations and planting flowers around the lake and bridge areas. The Department of Fisheries supervises fish breeding operations in the lake through an auction with fishery operators. Therefore, the Department of Fisheries and fishery auctioneers will continuously supervise and carry out the removal of water hyacinths to ensure the lake surface remains clean and free of hyacinths.Water hyacinth removal operations had previously been carried out with assistance from the city development committee using a backhoe, fuel and labour support from the lake leaseholder. However, the work has been temporarily suspended due to fuel shortages. The holder of the Taungthaman Lake grant is continuing limited operations using a small hyacinth-cutting raft. Efforts are also underway to clear water hyacinths along drainage channels to help increase cultivable farmland areas.Deputy Minister U Bo Bo Kyaw also replied to the questions raised by U Khin Maung Than from the Kalay Constituency. He said that more than 300,000 pits of sediment had been dredged from the Yezagyo Dam near Yezagyo Village in Kalay Township, Sagaing Region, from the 2015-2016 to 2022-2023 financial years, depending on available funding.No dredging work was carried out during the 2023-2024 financial year due to local security conditions. However, in June and July 2025, sediment and debris blocking the water intake structure were removed to resume irrigation water supply and electricity generation. In August 2025, electricity generation had to be suspended again because of excessive sediment and debris inflows. Water overflowing from the spillway was diverted into the main canal to irrigate monsoon paddy fields.He added that feasibility studies will also be conducted to implement related works to ensure full irrigation coverage and regular electricity generation. Sediment removal from the dam requires considerable time due to the massive scale and high costs involved.He also made clarifications for the questions raised by Sai Sein Win from the Laikha Constituency. He replied that agricultural technicians specializing in soil, seeds and diseases from the Department of Agriculture are providing technical assistance for crop cultivation.The Agricultural Mechanization Department is also arranging to sell 15 large tractors, 650 hand tractors and 10 harvesters directly to farmers during the 2026-2027 financial year. To enable farmers to purchase agricultural machinery, dryers, warehouses and rice mills, loans with an interest rate of six per cent are being provided, with loan amounts increased to up to K 300 million for one sector and over K300 million for another sector, as announced in state-owned newspapers on 4 April 2026.Regarding the availability of land for crop storage facilities, it would need to comply with farmland laws and regulations. To create crop markets, agreements have been signed with China’s General Administration of Customs covering nine approved crops and commodities, and arrangements have been made for seven commodities to be exported to the Chinese market.To secure markets for agricultural products, the government is increasing crop loan rates, expanding agricultural machinery loans, ensuring the availability of agricultural inputs, promoting contract farming systems, encouraging productivity targets, educating farmers on the combined use of natural and chemical fertilizers to reduce input costs, and providing agricultural inputs through the State Economic Promotion Fund with a crop-based payment system.He then replied to the questions raised by U Sai Sam from Mongyan Constituency. He stated that local farmers have been diverting water from the Namlwe Creek using a self-built temporary dam made of logs and bamboo for cultivation purposes. That self-built temporary dam is frequently damaged due to the heavy rainfall in the rainy season. Therefore, in order to enable double-cropping on 160 acres of farmland in Wamtawng Village, the construction of a stone masonry concrete diversion weir will be proposed under the 2027-2028 state budget or other appropriate funding sources for implementation.A proposal of Dr Win Htay from the Ingapu Constituency urging the Union government to form prize stabilizing committee for farmland areas was submitted to the Hluttaw, and the Hluttaw agreed, and an announcement was made that those who want to discuss that motion can nominate.The Pyithu Hluttaw Speaker submitted the formation of a committee on domestic and international non-governmental organizations to the Hluttaw.The Deputy Speaker clarified the duties, authorities, rights, terms and meetings of the committee.The Speaker submitted to the Hluttaw that the committee will be formed with 15 members, and duties will be assigned to U Thet Pon from Sagaing Constituency as chair and U Tun Lwin from the ChaungU Constituency as secretary.The Pyithu Hluttaw will continue its third-day meeting of the second regular session at 10 am on 5 June. — MNA/KTZHgnlm

The second regular session of the Third Amyotha Hluttaw continued for the second day at the Amyotha Hluttaw building of the Hluttaw Complex in Nay Pyi Taw yesterday morning, attended by 208 out of 208 Amyotha Hluttaw representatives.At the meeting, Deputy Minister for Electricity and Energy U Aye Kyaw replied to the questions raised by U Aung Chit Lwin from the Sagaing Region Constituency 2, saying that as solar energy alone is insufficient to provide a 24-hour electricity supply to Hkamti, the solar power plant was constructed with a hybrid system. If electricity were supplied solely from power generated by the solar panels and batteries, electricity availability in Hkamti would depend primarily on the amount of sunlight received, making it impossible to provide uninterrupted 24-hour power to critical facilities. To ensure a continuous 24-hour electricity supply, diesel generators would need to be operated for at least two hours per day. Given that the local market price of diesel is approximately K44,000 per gallon, the electricity generation cost would amount to around K3,143 per unit (kWh). In order to reduce the electricity tariff to K900 per unit, there are plans to renegotiate the agreement governing the distribution and sale of electricity in Hkamti.The Deputy Minister also answered the question raised by U Khin Maung Myint from the Shan State Constituency 7, stating that the Shan State Government funded the construction of distribution lines during the 2020-2021 financial year, including 1.52 miles of 400-volt power line in Taunghtet Village, one mile of 400-volt power line in Taungthugon Village, 1.5 miles of 400-volt power line in Sabeigon Village, and 2.5 miles of 400-volt power line in Hsihsonganaing Village. However, the 11/11 kV, 2 MVA isolation transformer at the Zawgyi No 2 Power Plant has already reached a maximum load of 1.4 MW, and therefore it has not been possible to extend electricity distribution to these four villages. To facilitate the construction of the 19-mile Zawgyi 2-Kyaukgu 66 kV transmission line and a 66/11 kV, 5 MVA substation, the project has been included in the Union budget starting from the 2027-2028 FY and will be implemented subject to the availability of funding. Electricity can be distributed to these villages only after the completion of the 66 kV transmission line and the substation. In addition, the construction of the required 11 kV distribution lines and 11/0.4 kV transformers in the four villages will be carried out in phases using Shan State Government funds, in line with the completion schedule of the transmission line and substation projects.The Deputy Minister, on behalf of the Rakhine State Government, responded to the question raised by U Zaw Zaw Myint of Rakhine State Constituency 11, saying that to ensure a 24-hour electricity supply on Manaung Island in Rakhine State, as the first phase of the project, a 0.5 MW Solar Power Plant (Solar+Battery+Diesel Generator system) was constructed on 2 acres of land within a 15-acre site in Khaohnmaw Village. The project was funded through a donation from POSCO Daewoo Co Ltd, which has been cooperating in a joint venture with Myanma Oil and Gas Enterprise. Electricity has been distributed to five urban wards and four surrounding villages since November 2019.As the second phase of the project, to supply electricity to 62 villages and 6,241 households, construction of 34.4 miles of 11 kV power lines, 43.6 miles of 400-volt distribution lines, and 53 transformers has already been completed in advance using the Rakhine State Government budget since the 2015-2016 financial year. The remaining work involves the construction of a 2.5 MW Solar Power Plant (Solar + Battery + Diesel Generator system), which will be built on the remaining 13 acres of land at the site of the existing 0.5 MW Solar Power Plant in Khaohnmaw Village. The construction of the 2.5 MW Solar Power Plant (Solar+Battery+Diesel Generator system) will be implemented beginning in the 2027-28 FY using Rakhine State Government funds, subject to budget approval and the availability of funding, and will be carried out in phases on an annual basis.The deputy minister also replied to more questions raised by U Zaw Zaw Myint, saying that in the 2025-26 FY, under the budget allocation of the Rakhine State Government and with expenditure borne by the Township Development Committee, 1,000 units of 200-watt solar street lights have already been installed along U Ottama Road, Zay Road, the old Ngalapwe Road, the new Ngalapwe Road, Padauk Shwewah Road, Yontet Road, and Strand Road, as well as in Saytiya Ward and Pyinphumaw Ward. The remaining solar street lights that have yet to be installed will be carried out in coordination with the Township Development Committee in subsequent fiscal years, depending on budget allocations from the Rakhine State Government.Amyotha Hluttaw Speaker U Aung Lin Dwe explained the formation of the non-governmental internal and external organizations committee, and U Yan Naing Win from the Ayeyawady Region Constituency 1 clarified the responsibilities, authority, rights and term of the committee.The Speaker informed the Amyotha Hluttaw about the formation of a 15-member committee with Daw Mie Mie Kyaw Tun from the Kachin State Constituency 4 as Chair and U Aung Chit Lwin from the Sagaing Region Constituency 2 as Secretary.Union Minister for Home Affairs Lt-Gen Nyunt Win Swe stated that the benefits of enacting the law on Anti-Online Scam Law include the establishment of an Anti-Scam Centre under the supervision of the Central Committee for Combating Online Fraud. This centre will coordinate with banks and financial institutions, electronic payment service providers, telecommunications operators, and internet service providers. Through this framework, financial transactions and communication data related to suspicious accounts can be monitored and shared among relevant institutions. Information exchange will be carried out through digital systems using Application Programming Interface (API) technology, enabling seamless interconnection and real-time data sharing among the participating entities.He continued that it will be possible not only to prevent online scams in advance, but also to trace and block financial flows involving funds lost by victims of online scams. This can be carried out promptly through information exchange and coordination with ASEANAPOL and Interpol. It will also enable effective action to be taken against perpetrators of online scams. Therefore, it is submitted that the draft law on combating online fraud be discussed and considered by the National Assembly.Bill Committee Secretary U Zin Min Htet from the Bago Region Constituency 7 read out the findings and remarks of the committee on the Anti-Online Scam Bill.The Amyotha Hluttaw Speaker announced that, in relation to the draft law on combating online fraud, any Hluttaw representatives who wish to submit amendments may do so by specifying in detail the sections or subsections they wish to amend, signing the proposal, and submitting their names to the Director-General of the Amyotha Hluttaw Office.The Amyotha Hluttaw will continue for the third day on 8 June. — MNA/TTAgnlm

Speaker of the Pyidaungsu Hluttaw and Amyotha Hluttaw, U Aung Lin Dwe, met Wednesday afternoon with members of the Joint Bill Committee and the Joint Public Accounts Committee at the Pyidaungsu Hluttaw Meeting Hall on the second floor of the Hluttaw Building in Nay Pyi Taw.During the meeting, the Speaker stated that the two joint committees are among the principal committees supporting the Pyidaungsu Hluttaw in carrying out its core responsibility of legislation. He noted that, internationally, the Joint Bill Committee and the Joint Public Accounts Committee are often referred to as “sub-parliaments” because of their important roles within the legislature.He emphasized that, when reviewing and reporting on bills and committee reports, the committees must carefully recognize that inviting and questioning responsible officials from ministries and organizations is part of Parliament’s oversight function. Such discussions are intended solely to gather information and ensure that parliamentary work is carried out more effectively and successfully. Therefore, committee members should take care not to question officials in a manner resembling an interrogation or criminal investigation.He further stressed that committee members entrusted with these important responsibilities should thoroughly study and gain a comprehensive understanding of parliamentary laws, rules, procedures, and all other relevant legislation.Subsequently, the Chairman of both joint committees and Deputy Speaker, Jeng Phang Naw Taung, stated that the committees play a vital supporting role in enabling the Pyidaungsu Hluttaw to approve bills and to review and approve matters relating to the national development plan, the budget, and taxation. He noted that the duties and functions of the joint committees are comprehensively set out in the laws and rules governing the Pyidaungsu Hluttaw.
